Pope Alexander III, in his bull Omme datum optimum, defines the new structure of the Order. The election of the Master involved the convocation of the Chapter with 12 members, elected through primary elections, in which a commander and a brother elected two other members of the chapter and these, at the same time, the next members.
The elected Master was given the symbols of: Staff and the Whip. The Master's Orders were considered an expression of the will of God. The Master could not dispose of the goods of the Order and was only allowed to give: a horse, a gold or silver vessel, a leather cloak or armor. The gift of spears and swords was prohibited.
